		<description>This is a little bit off topic, but I found it to be interesting.  
I was involved in a discussion about water conservation recently and was told about a car dealer that put barrels under their down spouts and was capturing rain water to wash cars with on the car lot.  Local authorites put a stop to it saying they did nto have rights to the water.  
Go figure.
